Why program managers care: optics built offshore can drag export controls, hidden sub-tier risk, and lead times held hostage by geopolitics into a program that was otherwise clean. A U.S.-based, auditable fabricator trims that risk language from the briefing — and shrinks the flow-down list quality has to chase.
The Germanium loop is the part competitors can't copy quickly: scrap, swarf, and decommissioned Ge optics come back to us, get reprocessed domestically, and return as credit against new material. Your Ge exposure gets hedged; the strategic material stays in the U.S. supply base. Details in AN-006.
